The short answer

In the Dubai accounts I manage, Meta (Facebook and Instagram) click-to-WhatsApp conversations for restaurants cost between AED 0.58 and AED 4.17, WhatsApp leads for an education institute averaged AED 1.41, and instant-form student leads cost AED 7.86 to AED 12.01. Most UAE businesses should budget at least AED 5,000 a month in ad spend for local campaigns and AED 11,000 or more for lead generation or e-commerce.

Most articles about Facebook ad costs in the UAE quote a cost-per-click range and stop there. That number does not tell a business owner much. What you need to know is what a customer conversation, a lead or a sale costs. Below are real numbers from Dubai ad accounts I have managed, taken from the same screenshots shown on my results page.

What Meta ads cost in real Dubai accounts

These are cost-per-result figures from Facebook and Instagram campaigns for UAE businesses. Each row is a single campaign or account period, not an average across the market.

Two patterns stand out. WhatsApp conversations are far cheaper than form leads, and restaurant offers are cheaper than education or high-ticket leads. Neither fact means one campaign type is better. The cost that matters is the cost per customer.

Why a WhatsApp chat costs less than a lead

A click-to-WhatsApp ad asks for very little: one tap opens a chat. An instant form asks the person to confirm details and answer questions, so fewer people finish it and each one costs more. In the UAE, where customers prefer to message a business before they buy, the chat is often the natural first step.

The trade-off is quality. A cheap chat can be someone asking about opening hours. That is why I judge campaigns on what happens after the click. The education institute above paid AED 1.41 per WhatsApp lead, spent about AED 98K across 50 ad sets, and generated AED 3.8M in revenue, roughly 39 times its ad spend. The low cost per lead only mattered because the sales team answered quickly and converted those chats.

How much should a Dubai business budget?

In my experience, these are sensible starting budgets for Meta ad spend in the UAE, before management fees:

  • Restaurants, cafes and local services: from around AED 5,000 a month. Offers and WhatsApp campaigns can produce results quickly at this level.
  • Education, clinics, real estate and lead generation: AED 11,000 or more a month, because lead costs are higher and the account needs enough leads to learn which audiences and creatives work.
  • E-commerce: AED 11,000 or more a month, sized to your average order value and the number of purchases Meta needs to optimise.

A quick way to sanity-check a budget is to divide it by a realistic cost per result. At AED 12 per lead, an AED 11,000 budget buys around 900 leads a month. If your sales team closes 5% of them, that is about 45 customers. If one customer is worth less than AED 245 to you, the campaign needs a better offer or a cheaper lead source before it needs more budget.

What drives Meta ad costs up or down in the UAE

  1. The offerAn AED 5 breakfast or a free consultation earns cheap attention. A generic "contact us" ad does not. The offer moves cost more than any targeting setting.
  2. The campaign objectiveMeta finds people likely to take the action you optimise for. Optimising for conversations, leads or purchases produces very different costs and very different customers.
  3. Creative and languageAds that look native to Instagram, show the product or food clearly and speak the audience's language, Arabic or English, usually cost less per result.
  4. SeasonRamadan, Eid, Dubai Shopping Festival and year-end bring more advertisers into the auction. Plan offers and budgets for these periods months ahead.
  5. Lead filtersAdding qualifying questions to a form raises the cost per lead but often lowers the cost per sale, because fewer time-wasters get through.
  6. TrackingIf the Meta Pixel and Conversions API report the wrong events, the algorithm learns from the wrong people and costs creep up.

Six ways to lower your cost per lead in Dubai

  • Lead with a specific offer and a specific audience in the first line of the ad.
  • Test click-to-WhatsApp against instant forms and compare them on cost per sale, not cost per lead.
  • Reply to WhatsApp leads within minutes, using automation outside working hours.
  • Run Arabic and English versions and let results decide the budget split.
  • Refresh creative every few weeks before performance drops, rather than after.
  • Send purchase or qualified-lead events back to Meta through the Conversions API so it optimises for buyers.

How Meta costs compare with Google Ads in Dubai

Google Ads usually costs more per click but reaches people who are already searching. For one Dubai lunch buffet restaurant, AED 13.5K of Google Ads spend produced 918 phone calls, 53,600 direction requests and 1,430 website conversions. The same type of business got WhatsApp booking chats from Meta for under AED 1 each. The two platforms do different jobs, which is why most of my restaurant clients run both. I compare them in more detail in Facebook Ads vs Google Ads.

Is AED 1 per lead realistic for my business?

For a restaurant or a mass-market offer, chats around AED 1 are achievable with a strong offer and good creative. For real estate, education, clinics or anything high-ticket, expect several times that, and expect to filter heavily. If someone promises a fixed cost per lead before seeing your offer, your funnel and your sales process, treat the promise as a guess.
